What is UMR/UMP?
UMR (Upah Minimum Regional) is the old term for Indonesia's regional minimum wage, now replaced by UMP (Upah Minimum Provinsi, provincial level) and UMK (Upah Minimum Kabupaten/Kota, district level). UMP applies province-wide; UMK applies within specific districts and is usually higher.
What are the penalties for paying below UMP?
Violating UMP is a criminal offense under Indonesia's Manpower Law No. 13/2003. Employers can face 1–4 years imprisonment or fines of Rp 100–400 million. Employees may report violations to the local Disnaker (Manpower Office) or Labor Inspectorate.
Does UMP apply to all employees?
UMP is the minimum for employees with less than 1 year of service at standard competency. Employees with longer tenure, specialized skills, or senior positions are generally entitled to above-UMP wages per a structured pay scale.
When does the 2025 UMP take effect?
